Doug McAllister of Airspan discussed the 700 MHz band and provided a great example of “coopetition”. The 700 MHz band is new spectrum made available because of the FCC-mandated digital transition to reclaim spectrum from television stations (all part of the upgrade to HDTV). McAllister could be characterized as an evangelist for the use of the 700 MHz band by IOCs. The auctions for these frequencies ended in June. Some of the rural licenses were obtained for thousands of dollars – in the long term, this could be a real steal for the 62 IOCs that won these licenses.

He clearly is advocate for IOCs. His experience dates back to the introduction of BETRs radio, which was a wireless way to serve the local loop. He is advocating using 700 MHz as part of a tiered solution that includes other bands, such as 5.8 GHz.

Airspan makes equipment for this 700 MHz band as well as other, unlicensed bands. What impressed me most about his presentation is that he gave his competitors’ a plug and even let them have the floor to describe their offering. His presentation was not a product pitch at all, but was clearly one of advocacy for the independent telco industry.
