A New Mapping Camera Assembly & More?

Could this be a new way for Google or some other entity to capture images and metadata of the streets and buildings in a community? This module was recently seen strapped to a ski rack on an unmarked mini-SUV in Silicon Valley. It features seven cameras (6 each providing horizontal view with one pointing upwards).

It seems to have some sort of radio communications based on the pencil-like appendage point on its right. One wire feeds through the back window, which is presumably is for power). It is s unclear what other sensors, such as Radar, that this device might have. One also has to think this will be a lower-cost solution, as it appears that it can be outfitted on virtually any vehicle with a ski rack.
